Horton Kirby Paper Mill development-Temporary Access from Millstone Mews

You may be aware that Fairview New Homes have had discussions with local residents regarding the desire for temporary vehicle access to the Paper Mill site from Millstone Mews. Whilst the discussions have been informal they will require planning permission from Sevenoaks District Council for the proposed access, which will be required for a maximum period of fourteen months. The need for a temporary access has arisen because of the requirement to deliver one particular area of accommodation (6 houses and 8 flats) by March 2008. Unfortunately, Fairview is unable to provide vehicular access for these units from the main entrance on Horton Road within the same timeframe because of work that will be carried out at that time to the Listed Salle Building, the site access, river works and intricate construction of other retained buildings.

In liaising with the concerned residents Fairview have provided a written explanation of the situation, emphasising the following key points:

·        The access will be used only by cars belonging to residents of the 14 homes being built in the first phase. It will not be used by construction traffic.

·        Its use will be temporary ending no later than May 2009. After that date this temporary entrance will be redeveloped and landscaped to provide only the emergency, pedestrian and cycle access.

·        Once completed, the main vehicular entrance to the site will be from Horton Road.

Fairview New Homes and Green Issues Communications have been working closely with the parish council and district councillors over a period of two and a half years in the development of the plans for this site. As each phases progresses they are mindful of the need to keep locals firmly 'in the loop'.
