MINUTES of the MEETING of the PARISH COUNCIL held on 6 September, 2004 in the Village Hall, South Darenth at 7 pm.

In the absence of the Parish Clerk, Councillor Burchmore took the Minutes

Apologies for absence: Cllr B Valentine and Carol Allart, Parish Clerk

57                 POLICE MATTERS

 

Chief Inspector Black informed the meeting that our new PCSO is Peter Hyland, who is

very enthusiastic, is in his late twenties and will throw himself into things. The PCSO will

start his training in October and will probably be with us in early December.

The Chief Inspector outlined the PCSO duties and then requested the community to help and support him, especially as he will require a lead-in period. The PCSO is subject to a probationary period of six months and will also require an office to operate from.

Various questions then followed including hours of work, and shift times within the period from 7am until 11pm.

Chief Inspector Black finished by asking that if we had any further questions to send them to him. He then left the meeting.

A discussion followed regarding an office and County Councillor Brazier suggested the Environment Centre in School Lane

 

 RESOLVED :-

 1. That the Centre Head be asked if a small room is available as an office for the PCSO                             2.  Parish Councillors to let the Parish Clerk have any further questions to forward to the Chief Inspector.

 

58          MINUTES OF THE LAST MEETING

 

RESOLVED that the Minutes of the meetings held on 2nd August and 23rd August 2004 be approved and signed as a correct record.

 

 

 

 

59          MATTERS ARISING

 

A question was asked if the tree works in Lower Paddock and Westminster Field had been ordered

 

60.         MINUTES OF THE WESTMINSTER FIELDADVISORY COMMITTEE

 

The Chairman asked what the rates were for cutting of grass and white lining. Cllr. Burchmore said he did not know but would find out for the Chairman.

 

61.         PUBLIC MEETING  9 AUGUST

Report on e-mail sent by Inspector Pritchard for consideration and on reply by Clerk

 

Discussion

Mention was made of the report by newspaper reporter.  A discussion ensued on the meeting and its conduct including the bad manners of some of the public.

 

RESOLVED

1.      To learn from the mistakes; and

2.      That no further response be made to Inspector Pritchard

.

62.         INVESTMENT POLICY

             

               Report

Following adoption of Fianacial Regulations at July meeting, Parish Council must     consider an investment policy and review it annually.

 

RESOLVED

Reserves will be deposited with a reputable bank at an acceptable rate of interest                                                             

63.         INSURANCE

 

Report

During discussion of Financial Regulations, it was suggested one member looked at the Insurance Policy to check it out.

 

RESOLVED

Following Discussion the Chairman and Councillor Piller check the Insurance Policy and report on it.

 

64.         TOP PADDOCK

 

Report

Report on Site meeting and e-mail received regarding Western Boundary and report of shelter constructed in Shrubbery Road Playground                                                                                    

 

RESOLVED

Following discussion and recommendation from the Chairman, Cllr. Bradley, a further site meeting be arranged to look at Top Paddock, Lower Paddock to consider fencing.

 

65.         SHRUBBERY ROAD PLAY AREA

 

Report

Report on condition of Play area and report of shelter constructed on site near road.

 

RESOLVED

Following discussion on general condition a meeting be held in conjunction with Top and Lower Paddocks.

 

66.                  Shrubbery Road Parking Signs

 

Report

Well constructed signs stating parking for residents only have appeared. District Councillor McGarvey reported signs put up by an officer of District Council who has since left.

 

RESOLVED

District Council  be requested to remove the signs

 

67.                  START TIME FOR PARISH COUNCIL MEETINGS

 

Report

Consideration was given as to convenient start time for Parish Council meetings

 

RESOLVED

The start time for Parish Council meetings now be 7.30pm

No councillor interested in attending this AGM

 

70.            CYCLE EVENT

 

               Report

                Notes on a de-brief meeting were presented.

Considerable discussion ensued and it was Proposed Cllr Piller and Seconded Cllr. Tripp          that this event be supported next year. A vote was taken

 

RESOLVED

This event will not be supported by the Parish Council           

 

71.     SALT BIN  - SCHOOL LANE  

 

Report

A letter from the Highways Authority respecting non-payment for this salt bin was considered.  Councillor Powsey said he had done the groundwork for the siting of this bin.

County Councillor Brazier said he is willing to take this matter up with the authority.

 

RESOLVED

County Councillor Brazier take up this matter and report back.

 

72          PLANNING

              The Hutch, Wilsons Lane, South Darenth

               Attached Garage with Games room Over

 

              RESOLVED

             The Parish Council has No Objection to this application

 

               Royal Oak Cottage, The Street

               Notice of Intention to Uproot Ash Tree in Conservation Area

 

   The Applicant states that the tree concerned is likely to damage foundations of           adjoining premises (Lilliput) and that he has planted three new tree in garden to compensate.

 

RESOLVED

 that the Conservation Officer should decide this matter

 

Millen Court, The Street                                                                                                      Councillor McGarvey gave a brief report on the happenings at the Planning Board and stated that the decision was made on the casting vote of the Chairman.                                                                                       

 

73.          REPORT OF DISTRICT COUNCIL

 

There Were No Reports

 

74          SCHEDULE OF ACCOUNTS

 

RESOLVED:-

              That the schedule of accounts be approved and payments made accordingly.

 

 

75          ANY OTHER BUSINESS

 

Councillor Payne mentioned the litter and rubbish on the roads and said had not seen a roadsweeper for some months.

Councillor Powsey stated that Mr. Carter was burning on the land again and a resident stated Mr. Carter was bringing in material from elsewhere to burn on the site.

District Councillor Searles said he would investigate with Sevenoaks Council Officer the action to be taken.

A resident stated that a person was bringing horses into Franks Lane and washing them in the river. This occurs every other week and he blocks Franks Lane with five or six horseboxes. Matter to be referred to River authority

A resident also stated that Franks Hall is going for sale as the owner is retiring.
