of the MEETING of the PARISH COUNCIL held on 28 AUGUST 2003 at Forge House,
Forge Lane following a viewing of the Standards Board’s Declarations of
Interest video at 7 pm.

Conversion of
Single Storey Barn to Dwelling
The Parish
Council has no objections if Green Belt conditions are complied with.
A request was
received from Westminster Mill Residents Association asking for permission to
erect a barrier at The Street end of the access road to Westminster Field. The reasons given were obscene and abusive
behaviour from children and scooter and bike racing disturbance. The Association stressed that the barrier
would only be locked when the parish council’s gate was locked and pedestrian
access would not be obstructed.
The matter was
discussed at great length and whilst no decision was made, it was felt that the
main factors involved were the design of any barrier and the need for this
Parish Council to have control of the locking and unlocking of the gate. It was essential that there were no problems
with public access at any time.
RESOLVED that
1.
the Residents Association be told that no decision
had been made by this council;
2.
they be advised to find out if planning permission
is necessary; and
3.
further consideration be given at that stage.
Members heard
that Keith Phillips was known to have suffered some abusive comments and delays
in being able to lock the gate from people coming back tot heir cars well after
7 pm. The chairman wanted to publish an item in the
next newsletter asking for the public’s co-operation in adhering to the gate
closing times.
A long discussion on the drains situation was held following the recent problems with the installation of the lining. Cllr Wescombe had details of how the lining should have been installed from the manufacturer which gave a good indication of what had gone wrong. He also wanted to see the before and after videos and a section of the spoilt liner.
RESOLVED that
1.
a second instalment of 25% of the original quoted
fee be paid to the contractor; and
2.
the outstanding balance and any additional fees be
subject to further discussion.
Amendments were
made to take account of the decision in Minute 70 above.
RESOLVED that,
with those amendments, the schedule of accounts, as submitted, be approved and
payments made accordingly.
It was noted that a caravan
had been parked on the land in recent days.
Cycle Event
A brief discussion took
place on this item. It was agreed that
there was enough information in the email from the cycling club to enable
Members to make a decision on this matter at the September meeting without the
club having to send a representative.
Provision of Jumps in the
Top Paddock
Cllr Payne had had this
request from village youngsters. She was
told it could be discussed at the next meeting if the young people concerned
provided more details beforehand.
