MINUTES OF THE MEETING OF THE VILLAGE HALL COMMITTEE held on Thursday, 13 July 2006 in the Parish Room, Village Hall, South Darenth  at 7.30 pm.

7          CHAIRMAN

 

RESOLVED that Cllr I Wescombe be appointed Chairman for 2006/7

 

 

8          VICE CHAIRMAN

 

RESOLVED that Cllr A Burchmore be appointed Vice Chairman for 2006/7

 

 

9          MINUTES

 

RESOLVED that the Minutes of the last meeting held on 11 May 2006 be approved and signed as a correct record.

 

 

10        MATTERS ARISING

 

Front Door Alarm

Cllr Burchmore asked whether this matter had been sorted out.  The clerk replied that it had not yet been resolved.

 

New Benches

Phoenix Jubilee benches made of recycled plastic on a metal frame had been installed on 11 July and blended well with the setting.

 

 

11        BLINDS

 

RESOLVED that the quote from Dartford Blinds for 2 new roller blinds for the kitchen windows in the sum of £158 + Vat be accepted.

 

 

12        HALL BRICKWORK – REPOINTING

 

Since putting the problem of the crumbling pointing to the hall brickwork on the agenda, the clerk had spoken to Linda Green, chartered surveyor who advised that repointing could not be done at a depth of less than 25 mm.  The hall brickwork did not therefore need doing at the moment.

13        REFUSE BIN

 

The clerk reported for information that the bin had had to be relocated behind the fence following an incident when fire extinguishers had been put in the bin presumably by somebody fly tipping.  This had caused a problem for Sevenoaks who said they would have to bill us for the additional work concerned with this hazardous material although this bill has not yet been received.

 

For future reference, Cllr Wescombe said that he knew someone who could use old fire extinguishers.

 

 

14        FLOORING - VINYL AREAS

 

Members looked at all areas of vinyl and agreed that all joints needed re-welding and there were also areas that needed patching.  The clerk and caretaker agreed to draw up a full specification of those areas and get other quotes.

 

The bar room floor which had been badly scuffed by a dance class had come up quite well following 2 hours hard work from Dianne Payne.   It was agreed to re-charge the cost of labour and materials and bill Michaela Rispin Dancing School for £21.

 

 

15        MAIN HALL FLOOR INCLUDING SAND UPDATE ON OUTSIDE USE

 

Members received a report from the floor products manufacturers and a quote for carrying out work to sand, reseal and polish the floor from a separate contractor.  They knew the work of the contractor to be very good but wanted to get 2 more quotes.

 

The committee went on to consider and discuss the use of sand inside and outside the hall in view of the fact that the contractor had advised that it was not worth doing any of  the work if sand was used anywhere in the hall (“it’s just like getting sand paper and rubbing”).

 

RESOLVED that in view of the substantial cost involved with bringing back the floor to a good condition,

  1. the use of sand be banned anywhere inside the hall or grounds; and
  2. all groups be advised not to bring sand in to the hall under any circumstances.

 

 

16        GARDEN AREA – REQUEST FROM RIVERSIDE FOR A GRASSED AREA FOR THEM TO USE

 

Members considered this request and agreed that the area behind the Stand would not be paved so this strip of land could be used by the Pre-School for its climbing frame and other such equipment in good weather.

 

 

 

 

17        OAK TREE RAILINGS

 

 

The clerk reported that this railing allows easy climbing for children and branches are being broken.  As it is probably big enough to stand alone now, the railings could be removed.  The caretaker also reported that she had seen a child get its leg caught inside the railings recently so there were health and safety issues to consider.

 

RESOLVED that the guard rail around the oak tree be removed.

 

 

18        TABLES IN THE PARISH ROOM

 

It was agreed that the Parish Room was too crowded with 4 tables in it but there were differences of opinion on which tables should stay.  Some wanted to retain the old desks as they gave an air of graitas and tradition to the room whilst others felt they were practical and only catered for very small meetings.

 

RESOLVED that the old desks be sold on eBay but not before wide publicity had been given to the fact that they were for sale.

 

 

19        ANY OTHER BUSINESS

 

Blinds for the Parish Room

 

Cllr Payne suggested that slatted blinds were needed for the parish room as they were more practical and would look better than the old curtains.  It was agreed to get prices and consider the matter at a future meeting.
