REDEVELOPMENT OF THE PAPER MILL SITE
Fairview have now submitted their full planning application which can be summarised as follows:
A mixed use development of 236, 1 & 2 bed residential units (conversion of some existing buildings & some new build) to include 48 affordable housing units. Provision of 4 live/work units. Provision of commercial floorspace (part conversion, incl. Listed Building and new build). Alterations to the existing access off Horton Rd & assoc highway works. Removal of an existing culvert & re-instatement of an open river channel & assoc. works. The retention of & works to 2 Listed Buildings. Provision of 360 car parking spaces, areas of public & private amenity space & landscape works.
The Parish Council generally welcomes the overall concept of the development which attempts to retain and enhance the existing character of the area. However it has submitted some concerns to the planning authority:-
The lack of improvement to the junction of Station Road with the A225 is of the greatest concern. Longer waiting times will result in more chances being taken and greater accident danger. The speed of traffic
approaching the 30 mph zone of Sutton at Hone needs to be reduced.
The proposals to allow 100% of the river to flow into the western arm thus allowing the eastern arm (from Mill Green to Devon Road ) to dry up except in periods of flood is a major concern to this Council and many residents. Wildlife will be lost as well as an important visual amenity.
There are strong objections to proposed bollards at the entrance to the site between East Hill and New Road. They are visually intrusive having an urban look and will have the affect of restricting casual parking which is needed for the viability of the existing shops in the village centre.
All highway and footpath lighting should be directed downwards and controlled so as not to cause light pollution.
