As part of the re-development of the old Paper Mill site at Horton Kirby various alterations to the existing Highway Network in the area are being carried out. The scheme design has been developed in consultation with the Local Planning Authority and the Parish Council and will greatly improve this area. The Works include the following:

1.	Reconstruction of part of Horton Road between Holmesdale Road and New Road including new a new access into the old Paper Mill site – to include drainage improvements and block paving.
2.	New and reconstructed footway paving together with parking bays in Horton Road between Holmesdale Road and New Road.
3.	Installation in the road of granite paved strips to define the new works will be installed in Horton Road, New Road and Holmesdale Road.
4.	Carriageway resurfacing with bitumen materials at the junction Horton Road / New Road and Horton Road / Holmesdale Road.
5.	New highway lighting and signing.

The cost of these works is in excess of £250,000 and is being funded (100%) by the developer Fairview Homes.

Planning approval for redeveloping the old Paper Mill site included the provision of an access off Horton Road close to the original access. The design of this new access has considered current design standards which have resulted in the improvements described above.

It will be necessary, at times to close the roads to vehicles as there is insufficient room to keep traffic running and carry out the improvements. A signed diversion route will be in place whilst the roads are closed. Details of the timings of these closures will be advertised, in advance, on site. Currently the closures are programmed for the 25th of March 2008

On street parking in Horton Road, East Hill and New Road will be restricted whilst the works are being carried out.

“Please respect workers safety by driving carefully and slowly through the roadworks”.
