Horton Kirby & South Darenth Parish Council  Annual Meeting  13th May 2003
Chairman's Report

Vandalism is still a great worry. This year the parish has suffered still more acts of mindless damage. The Church windows, the School, the Scout Hut, the Pavilion in Westminster Field, the allotment sheds, 100 yards of fencing along the Hundred Year Wood to name  a few damaged by local youths. The police have been given the names of known offenders and it is hoped that the vandalism will decrease in the coming months.

The youth club has re-opened in the village hall on most Wednesday evenings and the Parish Council has moved its meeting date to a Thursday in order that more evenings were available for the club. In addition the Parish Council has made available £ 250 towards the purchase of equipment.

The vandalised play equipment in Shrubbery Road was removed and replacement equipment is the subject of ongoing consultations with local residents, local youth and 'Groundwork' .

Street lighting has been discussed and the Parish Council's position is that all-night lighting in the villages is not appropriate.

The dumping of all kinds of rubbish in our lanes, roads, fields and public amenity areas has increased over the last year. This has meant increased costs of removal to both the Parish and District councils. More litter bins are being considered by the Parish Council together with the possibility of a paid Litter Warden.

Sevenoaks District Council decided not to be responsible for the maintenance of the Public Toilets after April 1 2003 and the Parish Council agreed to keep the Westminster Field facilities open and to pay the cost from the precept.

A height barrier will shortly be erected at the entrance to the field in an attempt to keep unwanted visitors from abusing the field and toilets.

The conversion of the wildflower area to woodland is to be handled by the 'Woodland Trust' with work hoping to commence in September.

It is hoped that the pavilion will be used, on a trial basis, as an Art Centre for the summer months. Repairs to the pavilion are a major cost element of the total cost of the field.
